The Canadian Press: Advocates call changes to Sask. Education Act step backward for disabled kids

Instead what this piece of legislation has done is gone backwards." Section 178 of Bill 29 adds the definition of "pupils with intensive needs." It addresses issues surrounding the assessment and educational services that may be required for such kids. But Larson called the changes "regressive, shocking and simply unacceptable."
She argued that the bill, which received third reading but has not yet been proclaimed, does not support inclusion. In fact, Larson charged, the bill gives schools the ability to exclude students with disabilities - what she called "an out-of-sight, out-of-mind" approach. It doesn't take into consideration the child's right to be educated," said Larson.
All it says is that if they (school boards) choose not to do it in the classroom, they need to set up a special program which is a step backwards to segregated classrooms and segregated schools." That is a very big concern for us because it most definitely is a step backwards," said Larson, who has two disabled sons.
In a news release, the association said the impact of the legislation would be far-reaching. It said if students with disabilities are not welcome in school for who they are, they will not be welcome in their communities. The group wants the government to amend the legislation to guarantee the right to an inclusive education.
Education Minister Ken Krawetz stood by the legislation Wednesday, saying the changes give school boards more ability to identify a child's requirements based on a needs assessment model. Krawetz disputed suggestions that the changes would lead to the segregation of students with disabilities. The act does not allow for that," said Krawetz. Some students have had trouble obtaining those non-federal private loans because lenders have left the market in recent months as a result of the credit crunch. Dozens of lenders also have stopped providing loans under the federal program. Where that has happened, however, other lenders have stepped in or students have received support through a smaller program in which the Education Department lends directly to students.
Both the House and Senate bills attempt to make it easier for parents to take out federal education loans by allowing them to defer repayments until their children leave school. Both bills would give the Education Department the authority to buy up loans from student lenders to ensure that they have access to capital and can keep issuing loans. The Bush administration has called for such action, as have lenders.
The Senate bill also would increase grant aid to poor students, a provision not in the House legislation. Lawmakers say the next step is for House lawmakers to vote on the Senate version of the bill, so it can be sent to the president quickly. The Senate bill was introduced by Edward M. The City of Chandler 's Burn Ordinance 07-119, passed and approved on June 12, 2007, was written to reflect the Outdoor Burning Rule set out in Title 30 Texas Administrative Code Sections 111.201-221.

Its purpose is to protect the environment, promote public health and safety, and avoid nuisance conditions through the sensible regulation of outdoor burning." The Outdoor Burning Rule first prohibits outdoor burning anywhere in Texas, and then allows exceptions for specific situations in which burning is necessary or does not pose a threat to the environment."
Domestic waste -- in other words household trash or rubbish -- may be burned when the local governmental organization with jurisdiction over such matters does not collect trash and does not authorize a business or other service to do so." 111.219. General Requirements for Allowable Outdoor Burning. Outdoor burning which is otherwise authorized shall also be subject to the following requirements when specified in any section of this subchapter."
Burning must be outside the corporate limits of a city or town except where the incorporated city or town has enacted ordinances which permit burning consistent with the Texas Clean Air Act, Subchapter E, Authority of Local Governments.

Corporate customers that have purchased maintenance and update contracts under Microsoft's Software Assurance program can already stream Office to internal employees. But this is the first time that Microsoft is extending the capability to ASPs, which have long campaigned for the right to do streaming. Nevertheless, some hosting providers are unhappy about the price that Microsoft has set for streaming Office, saying it's too high to win over customers that are considering or already using less-expensive online office suites, such as Google Apps.
Google is still trying to build up its suite's credibility with corporate users. But early indications from ASPs are that streaming Office 2007 will cost four to six times what Google charges for its applications.
A license for Office Professional Plus 2007 costs $13.23 per user on a monthly basis through the reseller. I don't believe that this will attract a large number of customers currently using Google Apps," said Gagan Prakash, senior executive director of engineering at GroupSpark Inc., Burlington, Mass.- Microsoft products through other service providers. Others say the cost of the streaming option may also be too high to tempt companies that currently run on-premises versions of Office.
A full-priced retail copy of Office - the kind that is bought by individuals and by some small and midsize businesses - costs about $300. Amortized over three years, that's roughly $8.50 per month. But even many small companies buy reseller copies of Office, which can be half the price or less, said Paul DeGroot, an analyst at Directions on Microsoft in Kirkland, Wash. Others simply wait four or five years, or even longer, to upgrade Office.
If you're the kind of person still using Office 2000, then paying even $10 a month is not a particularly good prospect, financially," DeGroot said. Through a spokeswoman, Microsoft declined to comment for this story.
But sources said that Microsoft has told ASPs that the prices may change and that more options, including a license that charges service providers by the number of server CPUs used to stream Office, should emerge over time. The latter license would enable ASPs to charge customers a price based on their usage of Office - an approach that could give companies whose employees are sporadic or light Office users a lower entry-level cost than the flat-fee subscription price would.

Travel group warns: Corporate data at risk from laptop searches at border

The group is worried that corporate data could be downloaded by agents, leading to potential security breaches and the exposure of information that is supposed to be private. Among the devices that could be searched by border agents are cell phones, handhelds, digital cameras and USB storage devices.
The warning follows a recent ruling from the Ninth Circuit Court of Appeals that basically upheld the right of U.S. Customs and Border Protection officials to search laptops and other electronic devices at U.S. The appeals court decision involved an individual who was arrested in 2005 on charges of child pornography after a warrantless search of his computer by customs officers at Los Angeles International Airport.
A district court judge had previously ruled that the evidence presented by the prosecution should be suppressed because it was gained via an unreasonable search. That decision was later overturned. Susan Gurley, executive director of the ACTE, said the appeals court's decision means that corporate travelers need to pay close attention to the kind of information they carry on their business laptops during international travel. Right now, the U.S.
Customs department has the right to look at the data on your computer and download that data if they want to," Gurley said. The Ninth Circuit held that it is within the purview of the U.S. Companies need to review their policies to see if such searches will cause privacy problems for them or their customers, she said. For example, if you are carrying personnel information on your laptop, there are certain privacy violations that can ensue" if that data is accessed and downloaded as part of a border search, Gurley said.
Other kinds of sensitive and proprietary information -- including intellectual property -- can sometimes be exposed via such searches, she said. Many companies, especially in Europe, are having compliance officers look at the broader implications of such searches and have begun curtailing the kind of information their executives can carry on their laptops when traveling to the U.S, she said.
According to Gurley, the biggest concern is the lack of information or policy guidance about such searches. Currently, companies don't know exactly what to do about data that might be accessed and downloaded during a border search. There may be some legitimate reasons for wanting to look at the data" on a traveler's electronic device, Gurley said.
But what are the parameters for such searches? Once they have the information, what do they do with it? What are the policies for retention and for data destruction? This shouldn't be such a hidden secret." The ACTE filed a Freedom of Information Act (FOIA) request with the U.S. Though the DHS responded to that request, the document it provided was too heavily redacted to be of much use.
In February, a lawsuit was filed in U.S. District Court in San Francisco by the Asian Law Caucus (ALC) and the Electronic Frontier Foundation (EFF).

Forecasts indicate that shipments of UWB-enabled devices will grow from virtually nil today, to more than 400 million in 2013. The ultra-wideband market did not come out of the starting gates in 2006 as we had anticipated," says senior analyst Douglas McEuen.
There were several reasons for the delay, including a shakeout from three competing flavours of the technology to one, and the absence of global standards." Now, however, conditions are ripe for a rapid takeoff. 2008 is effectively 'Year Zero' since in 2007, only about 40 000 UWB-equipped devices shipped. This year, there will be perhaps a million, and ABI Research expects the curve to rise sharply thereafter.
Because an official UWB standard has now been ratified in the United States, North America is expected to lead this market for some time to come. The current 'sweet spot' in this market is UWB's application as a wireless USB enabler, connecting computers (especially notebooks) with printers, hard drives and other peripherals. An initial UWB 'hub and dongle' configuration will enable users to retrofit the vast number of existing PCs and related equipment with wireless connections.
UWB modules are just starting to appear in selected laptops (initially from Lenovo, Dell and Toshiba ), but true silicon integration will take more time. Later, other kinds of consumer electronics such as digital cameras and camcorders, HDTVs, and portable music devices will start to build the numbers, but, says McEuen, "Real market acceleration will only occur when UWB debuts in mobile handsets, where it will be used - possibly bundled with Bluetooth - to transfer music, pictures and video files.
Even a small handset market penetration will deliver huge numbers. For UWB to see wide adoption in handsets, however, the price of the chipset must fall quite significantly."
