Center City hears retail report, update on Court Square project - Memphis Business Journal:

Downtown retail strategy, Court Square development and problem loans during its regular meeting Wednesday. Margaret McCauley, principal of Economics Research Associates, gave the board a report on developing retail along Downtown's Main Street. The CCDC retained the Washington, D.C.- Downtown and to create a merchandise mix plan and implementation strategy.

It is partnering with Linx Consulting, a minority-owned firm in Memphis, on the project. ERA's report called for the return of traffic to Main Street, stating "pedestrian and trolley mall on Main Street thwarts retail success and is a major barrier for retail recruitment."

McCauley pointed out several principals of good retail in the report, such as unique and distinctive storefront design, avoiding generic storefronts, adding creative and concise signage, engaging displays, creative and colorful merchandising and active and well-designed retail space in parking garages. The report separates Main Street into three sections: Pinch District, Main Street Core and South Main Street.

McCauley said South Main Street has the most potential to grow as a retail district, as it has existing retail and restaurants. She said the timeline for retail recruitment in the Main Street Core will depend on the reopening of the transit mall. Center City Commission staff reports have stated there once was 200 pedestrian malls across the U.S. 30. McCauley discussed examples of failing transit malls in Denver and San Diego. She also pointed to retail success stories in Portland, Ore.,

Philadelphia, where transit malls were reopened. The report listed the Pinch District as a "long-term development" which could take about 10 years to attract significant retail. ERA's study also suggested the medical center and south central business improvement district would be the best locations for a grocery store.

Poland calls for stronger EU military - International Herald Tribune

We are in favor of a much stronger role for European defense, and that would include a military headquarters," said Bogdan Klich, who was appointed defense minister last year when the party of Donald Tusk, Civic Platform, defeated the nationalist-conservative government of Jaroslaw Kaczynski. But he said Poland would maintain its traditionally strong pro-U.S.

Those who say there is a contradiction between Atlanticist loyalties and European loyalties are wrong," Klich said in a recent interview. We try to combine the two." He noted that Poland had more than 4,000 troops serving in NATO and EU missions.

Frédéric Bozo, political science professor at the Sorbonne in Paris, said the Polish position could create a more coherent EU military policy, particularly since other East European countries, which have looked first to the United States and NATO for security guarantees, might follow the Polish lead.

The Bush administration appears ready to drop its suspicions about the pursuit of a bigger military role by the EU. The shift was suggested by a speech in Paris in February by Victoria Nuland, U.S. NATO. Europe needs a place where it can act independently," she said, "and we need a Europe that is able and willing to do so in defense of our common interests and values."

Since becoming president of France last year, Nicolas Sarkozy has mended fences with the United States by supporting a stronger trans-Atlantic relationship anchored on the NATO military alliance. More than four decades since France left NATO's integrated military structures, Sarkozy has indicated a willingness to rejoin, provided France is given one of the senior military command posts.

The Polish position is likely to delight some of its European NATO allies, particularly France and Germany, which have tried to nudge the EU toward developing military structures independent of NATO. Other countries, especially Britain, will be wary of the Polish ideas because they could undermine the cohesion of NATO. Henning Riecke, security analyst at the German Council for Foreign Relations, said it was inevitable that Europe head toward independent military planning structures.

The issue is whether the Europeans would be spending more on defense and improving its capabilities," he added.

Pauline Neville-Jones, shadow security minister for the opposition Conservative Party in Britain, said calls for a separate military planning headquarters for the EU "would not result in anything significant when it comes to improving capabilities." She said the Europeans would simply not spend the money required. Europe must be integrated with the Americans if they want to have any worthwhile military capabilities," she added.

Klich said that Poland would even like to see the EU eventually have the equivalent of NATO's Article 5, which obliges members to come to the aid of an ally if attacked. I believe this will evolve," he said. Poland also wants to give the European Commission, executive arm of the EU, far greater say in military issues. In that way, he said, Poland could have more influence. We are part of the six biggest countries in the EU," Klich said.

We want to have an impact on shaping future policies, but we are still a rather modest economic power. That is why we want more common policies. It would give the organization more coherence." Member states have always shied away from giving the European Commission greater powers over military matters, because issues of war and peace get to the heart of national sovereignty. Daily Times - Leading News Resource of Pakistan

In an all parties conference on February 5, 2008, 16 political parties had signed a joint declaration on "Education For All" (EFA), which called for over 10 percent budget allocation for education sector. EFA is an international movement and Pakistan is signatory to the EFA Declaration and it has promised to achieve EFA targets by 2015.

The EFA targets included early childhood and care, primary education for all, life skills, 50 percent increase in adult literacy rate, elimination of gender disparity in education and improving quality of education. It has been internationally recommended that governments should spend at least four percent of their Gross Domestic Product (GDP) on education. Unfortunately, during the last 10 years, Pakistan has annually spent less than two percent of GDP on average.

During a seminar organised to mark Education For All Week on Wednesday, parliamentarians, policymakers, scholars, educationists and students applauded the government step for discarding two standards of education prevailing in the country. Addressing on the occasion, Federal Minister for Education Ahsan Iqbal said the discrimination in education system could lead to the worst educational apartheid.

Within two years, the ministry would build up the capacity of the government schools up to the international standard so that the elimination of other systems could not affect the system negatively," he said. New education policy: Iqbal said the draft of the new education policy had been prepared which would be finalised after discussions with different segments of society.

We are planning for a two-day national education summit in which literary personnel, educationists and scholars from all across the country would be invited for consultation over the draft," he said. Iqbal said till the end of May the draft would be presented in the National Assembly, which would pass it after debate.

The leaders of all political parties would sign the draft so that it could not be amended for at least next ten years," he said. Iqbal said it was a knowledge revolution era and there was a need to design the curriculum according to new standards and demands. Our curriculum and education system should enhance the creativity of the students as it is an era of inventions and innovations," he said.

One girls school in each union council: Iqbal also said the government would establish at least one girls school in each union council to provide equal opportunities of education to females besides providing incentives to the teachers. Book reading: Department of Libraries Director General Chaudhry Muhammad Nazir said that it was pitiable that the habit of book reading was declining day by day.

Special attention of the government is required to take concrete steps to create awareness about the significance of book reading," he said. Nasir said the government should focus on establishing more libraries to increase the habit of book reading among youth. The parliamentarians present on the occasion included Nuzhat Amir, Pervaiz Khan, Liaquat Mangal Zai and Shakeela Rasheed. They stressed the need for political stability in the country for the success of the government policies. A book fair was also organised on this occasion to mark World Book and Copyright Day.

Michelle Singletary - Study Up on College Loans Before Learning About Debt the Hard Way - washingtonpost.com

You are fully responsible for the content that you post. I'll be honest. If college students and their parents have a harder time getting loans, that's a good thing. Perhaps now more people will stop and consider the long-term implications of taking on so much of this so-called good debt to fund a college education.

The College Board likes to highlight in its annual survey of college costs that over a working lifetime, a college-educated person can earn considerably more than someone with just a high school diploma. But many of those college grads are now using an increasingly higher percentage of their incomes to pay down student loan debts -- for at least a decade after they've left school. Add at least another decade if the student attends a pricey, private college.

As college financial aid award letters arrive and you sit down with your child, consider the dilemmas faced by some of the people who wrote to me. South Carolina resident Brenda Nixon is having trouble paying back about $58,000 in undergraduate and graduate student loans.

Are there any programs that you know of to assist borrowers with student loans?" My forbearances and deferments have all been exhausted." As graduation season approaches, I'll get more questions like this one. That's when it hits people that they are struggling to pay back the thousands of dollars they borrowed. Many can't even handle the pint-size loan payments made possible by extending the loans out for as much as 30 years.

While there are some loan forgiveness programs, they're available generally for people such as teachers or doctors who are willing to work in underserved and low-income areas.

If you're a federal government employee, the Federal Student Loan Repayment Program allows agencies to make payments on certain workers' federally backed loans, up to $10,000 a year for a total maximum benefit of $60,000. To find out more, go to http: www.opm.gov oca pay studentloan. Of course there are catches to getting the cash. First, the agency has to set up the program. The federal employee has to sign a service agreement to stay with the agency for at least three years, and the loan repayment is taxable income.

If you volunteer for certain programs, a portion of your debt may be forgiven. Don"t just buy stuff. Do stuff. Roth or Traditional IRA? Which is right for you? Sell them today. Looking for a new job outside Washington DC? HSBC Direct: Earn 3.05%APY on your savings.

Summer Travel Heats Up in Stateside Cities

With many travelers wondering what kind of vacation their wallets can handle, Orbitz has announced the top 10 domestic summer destinations for 2008 and recommends stateside destinations that offer the look and feel of their global counterparts without the unfavorable exchange rates.

Logo: http: www.newscom.com cgi-bin prnh 20070813 AQM125LOGO) Perennial favorites Las Vegas and New York City continue to be popular with summer travelers, but the 2008 list of top summer city destinations has evolved since 2007. Honolulu and Anchorage have broken into the top ten, indicating that summer travelers are looking beyond just the continental U.S.

As the weather warms up, America's vibrant city scenes prove that travelers don't have to go abroad this year to experience museums, festivals, and other cultural attractions," said Tom Russell, Group Vice President of Marketing for Orbitz Worldwide.

There are some terrific destinations right here in our own backyard, allowing vacationers to save some real money in the face of a tightening economy and dwindling dollar." Top 10 Summer Cities To help travelers plan a getaway this summer, Orbitz is highlighting the most popular summer city destinations in its Orbitz Insider Index and looks back at the changes from summer 2007.

In addition to highlighting the top summer cities, the Orbitz Insiders recommend the following destinations for travelers looking to infuse their summer with some international culture. Orbitz Insider Staff Picks San Francisco, CA (Chinatown) Boasting the oldest Chinatown in the United States, San Francisco is one of the largest and most prominent centers of Chinese activity outside of China. San Francisco's Chinatown presents an authentic look and feel, reminiscent of Hong Kong, with its small streets, produce and fish markets, stores and restaurants.

Quebec City, Quebec Founded by French Explorer Samuel de Champlain, Quebec City was the first permanent French settlement in North America and continues to have a strong French influence. In fact, it offers a distinct European feel with its stone buildings and winding streets lined with shops and restaurants.

A cultural and geographic crossroads, the city is like a bridge between Europe and Canada and is the only North American fortified city north of Mexico whose walls still exist. Quebec City's Upper and Lower Towns feature over 10 architectural styles, ranging from Classical Revival (1790-1820) to International Style (1930-1965).

Solvang, CA Founded by Danish immigrants in 1911, Solvang boasts authentic European architecture, thatched roofs, old-world craftsmanship and traditional windmills. Solvang makes for a great day trip from nearby Santa Barbara, a beautiful vacation destination in its own right, as the city is home to Danish bakeries, restaurants and shops as well as a replica 1915 streetcar drawn by Belgian horses, allowing visitors to tour the city in style.

Perched in the heart of California's scenic wine country, Solvang, which means "sunny field" in Danish, easily lives up to its name. Miami, FL (Little Havana) While staying at one of the many picturesque locations along Miami Beach, vacationers looking for some international flavor need only to jump in a cab and make the 15-minute trek to the Cuban cultural center of Miami, Little Havana.

Colorful murals and monuments are scattered throughout Little Havana, honoring Cuba and its people, and the aroma of coffee, outdoor domino games and cigar rollers hard at work are all staples of this community.

Adding to Little Havana's unique draw, more than one million spectators gather for the annual Calle Ocho street festival that celebrates Latino culture with ethnic food and drink and 30 stages of live entertainment. San Antonio, TX A mere 150 miles north of the Mexican border, San Antonio's rich Mexican, Spanish and Texan culture is apparent in the abundance of historical architecture littered throughout the city.

Aside from the mandatory tour of The Alamo, visitors would do well to visit Market Square, an authentic Mexican public market space, and take a leisurely stroll down the River Walk, the city's central entertainment district. Pengana looks for property opportunities

The Pengana Strategy will focus on utilising opportunities created by mergers and acquisitions within the sector, it said. Deutsche Bank"s former joint head of real estate investment banking (Australia), Tim Shaw, will manage the strategy. Shaw argues that the loss on confidence in listed property trusts has created strong opportunities in the sector.

Globally, listed property markets have fallen dramatically over the past 12 months and particularly in Australia since the demise of Centro Properties Group in December 2007," he said. Earlier this year Money Management reported that the Mercer Property Sector survey covering 2007 had found that the Australian listed property market had begun to fall in February of 2007.

The Mercer survey said that in total there had been negative returns in seven of the 12 months until January of 2007. The fall in Australian property stocks reflects, amongst other things, falling asset values and associated income and the resultant potential breaches of debt covenants," Shaw said. Separately, there are high quality companies whose prices have been overly impacted by what has happened in the sector," he said. We will therefore target value opportunities in quality companies."

Pengana said that its strategy"s investment objective is to generate returns in excess of 18 per cent per annum over a three-year life. 22 April 2008 print this article..

Affluent estate publications pool resources - Greenwich Time

The Modern Estate, which focuses on luxury homes, has editorial offices at 111 Cherry St. New Canaan. Suburban Classic's office is in Ridgewood, N.J. The magazine caters to country club members with children in private schools. It has articles on real estate, gardens, automobiles, family life and local athletes, as well as architecture, interior design and travel.

Suburban Classic has a total circulation of 40,000. The magazines will remain in their respective communities, and advertisers can buy space in both publications, said Linda Donnelly, publisher and editor in chief of The Modern Estate.

We decided to join forces to offer more effective opportunities for like-minded advertisers and more substantive editorial content for our like-minded readership," Donnelly, a managing partner of Elite Media Holdings, said. The firm's other two managing partners are her husband, Richard Donnelly, president of The Modern Estate, and Suburban Classic Publisher Patrick Jackson. Richard Donnelly had been a luxury home builder for 25 years.

With circulation of about 30,000, The Modern Estate focuses on topics such as architecture, landscape, renovation, interior design, technology, art and antiques, and residential resort living. In its first year of operation last year, the magazine won Folio magazine's Advertisement Gold Eddie Award for editorial excellence for an article about the late Philip Johnson's Glass House in New Canaan.

Linda Donnelly said combining the magazines into one company made sense because they are quarterlies that cater to wealthy people in the New York metropolitan area. The Modern Estate is direct-mailed to luxury homeowners, as well as industry professionals in Fairfield County and Westchester County, N.Y., Manhattan and northern New Jersey.

It also is distributed in Long Island's Hamptons and Litchfield County in the summer and is available at bookstores and newsstands in Connecticut and New York. Donnelly said Elite Media Holdings plans to add more magazine s and possibly expand circulation into Fire Island, N.Y.,

Martha's Vineyard and Nantucket, Mass. They are trying to broaden their reach into other affluent areas," David Sloan, president of Emmaus, Pa.- Sloan & Associates Magazine Consultants, said of Elite Media Holdings. Many magazines are aimed at luring affluent people, he said. Sloan mentioned Greenwich-based Moffly Publications, publisher of Greenwich, Westport and Darien, New Canaan & Rowayton magazines; and Westport-based Connecticut Cottages & Gardens magazine, as examples.

Regional magazines are one of the hot categories in magazine publishing right now," Sloan said. While market trends have not been kind to print publications, the truly wealthy still have money to spend, so advertisers are targeting them."

Teradyne"s FLEX Platform Wins Automotive Device Test Evaluation

The selection, spanning multiple years, was the result of a rigorous 10-month evaluation process that examined all Automatic Test Equipment (ATE) suppliers. The evaluation included a variety of functions within each company as well as tester performance. Bosch"s selection of the FLEX Test Platform was based on Teradyne"s demonstrated time-to-market, cost-of-test and quality advantages.

Due to the longevity and importance of this decision, our team completed a comprehensive review of ATE suppliers," said Dr. Bernd Haeuser, senior vice president, Engineering and Manufacturing, Bosch. We looked at each company as a whole and their automotive test solution and rated Teradyne as our best choice for our future automotive devices."

We are extremely pleased that the global leader in automotive parts thoroughly examined such a large group of suppliers and selected Teradyne," said Eric Kaled, power and automotive marketing manager, Semiconductor Test Division, Teradyne. The selection of FLEX by Bosch extends Teradyne"s dominant leadership in the automotive device market.

Teradyne"s FLEX Platform and instrumentation is designed to meet the specialized test needs around quality that automotive device manufacturers like Bosch depend upon." In 2007, the Bosch automotive division increased due to a growing demand for environmental protection and safety technologies. To meet this growing demand, Bosch is developing a new 200 millimeter silicon wafer facility in Reutlingen, Germany.

We are delighted to serve Bosch out of our worldwide field organization," said Martin Stadler, manager Central European sales, Teradyne. Over the years we have built a unique service organization dedicated to serving the automotive market in particular. Our strong local expertise will help support a fast ramp-up of the new platform at Bosch."

Teradyne"s FLEX test platform, which has surpassed 1,600 test systems shipped, advances test technologies in an architecture designed for high-efficiency, multisite test. The FLEX platform"s DC90XP option delivers both high voltage and high current capability in an instrument with unparalleled density that reduces cost of test for automotive power management, industrial consumer motor controller and power switch semiconductors.

For the high parallel test requirements of the precision analog market segment, the POOL2 option provides six different multichannel instruments integrated into a single instrument board. The POOL2 can make extremely low, accurate, and repeatable voltage, current and timing measurements not available with other instruments at the same level of density.
